What is the ICS?
The Implementation Conformance Statement (ICS) summarizes a given layer's specification features/capabilities and support conditionals represented in a table-based format. The ICS is an excellent way to get a high-level picture of what a specification includes and what a Design needs to support. All published ICS documents can be downloaded from the Specifications List page.
The Member must complete an ICS to indicate the capabilities they support in each of their Design's supported layers. The completion of the ICS is done using Launch Studio. Members must complete the ICS per the defined status conditionals and have 0 Invalids reported in their Consistency Check. (Invalids are reported when there is any inconsistency between the status requirements and a Member's selections.)
How to Complete the ICS Selection in Launch Studio
There are two main tasks regarding the Implementation Conformance Statement (ICS) Selection: the first is selecting the product's capabilities. The second task is running a Consistency Check to ensure that all of the capabilities' groupings and dependencies are valid. This ICS Selection phase will produce a detailed declaration of the product when completed.
Verify that the product's functionality is enabled and confirm that the appropriate capabilities are selected.
The list of capabilities currently displayed by default is a summary of the Core Specifications; this is indicated on the left in the Layers List.
Once all capabilities are selected, ensure that all capabilities' groupings and dependencies are valid by running a Consistency Check.
What is the Consistency Check?
The Consistency Check verifies and reports whether or not the ICS selections are compliant according to the status conditionals. Any invalids that are reported must be resolved to generate the Test Plan and complete qualification correctly. Invalids may be disputed if the Member believes the ICS document or Launch Studio is incorrect. Invalids can be disputed by submitting a Test Set Erratum (TSE).

The Consistency Check can become complex. There is no Undo button; to create a save point, use the Save All Changes button at the bottom of the screen. Try other changes and then revert to that saved point by closing the browser window and re-opening the project.
Note regarding the Consistency Check: Please do not "fix" the selected items to remove inconsistency checks or test cases and submit them. Doing so may result in an invalid Qualification. Your ICS selections should accurately match what your product supports, even if consistency check errors or incorrect test cases generate. You can submit the qualification with consistency check errors and note any relevant TSE(s) in the Notes section under the Review and Submit page.
Then, you can submit your project with the consistency check error(s). Your qualification will then be manually reviewed by SIG staff for approval.
